The long-tailed tit or long-tailed bushtit (Aegithalos caudatus)
In Russia and Belarus, these birds are also called "ladle" for their similarity :)

This tit sat and watched the rest of the birds mixed bird flocks.

Pay attention! She only has one leg! I doubt that she pressed her e to her abdomen. She is not an owl, and it was warm, summer. Obviously, she lost her leg in the winter, frostbitten, or she was grabbed by some predator.
But I do not think that this somehow prevents her from fully living. If she were a great tit, then yes, she would have trouble keeping nuts and seeds in legs, to break the peel. But these tits have completely different beak shape and size, they are not able to peck the seeds that people leave on the feeders.
