This happened as the outbreak was spreading.

President Trump said, "Because it may be that we've already been attacked and just don't know it yet. It may be that somebody has already begun a war against us and we just don't realize it yet.

As reported by the Gazette,

Rather than needing the security of a half mile of granite overhead, troops need the extra office space the man-made cavern provides as they spread out from the close confines of the newer basement command center at Peterson Air Force Base. But the symbolism of the bunker designed to weather World War III might be appropriate as President Donald Trump talks of war against the respiratory disease.

“He has declared a war on COVID-19, and we’re treating it like a military campaign,” O’Shaughnessy said in a teleconference.

Northern Command is responsible for keeping North America safe from enemy attacks and also provides Pentagon assistance to local authorities in emergencies and disasters. It became one of the early government agencies to wrestle with coronavirus, offering up military quarantine sites for Americans evacuated from Wuhan, China — where the virus originated — two months ago.

In those two months, the command has provided help to sickened cruise ship passengers, parceled out supplies to fight the virus and dispatched hospital ships to New York City and Los Angeles.

In recent days, the command has set up makeshift hospitals in Dallas, New Orleans and Seattle. One of the units called up by the command is a Fort Carson field hospital that has moved into a Seattle football stadium.

Now the command is marshaling more help for embattled New York, sending National Guard and reserve medical troops directly into the city’s hospitals to help out while readying medical assistance for New Jersey and Connecticut.

“If we wait until hospitals are overwhelmed, then we are too late,” O’Shaughnessy said.

But coronavirus is unlike anything the command has faced since it was established in the wake of the 9/11 attacks, O’Shaughnessy said.

“One thing that’s different about our response to this request for assistance is we are right in the middle of it,” he said.

n Seattle, there’s has been so little demand for trauma care that leaders are reexamining how to use the makeshift military hospital Fort Carson troops built there, he said.

At the same time, O’Shaughnessy’s planners are trying to get ahead of the disease, determining which places could require military help next.

“We want to be there before the need,” he said.

While the general is in charge of offering military help, he’s not in charge. Instead, the command works under the Federal Emergency Management Agency, answering requests for help sent by a FEMA coordination center that works with state and local governments.

“We continue to work with FEMA to determine where the next area of response will be,” he said.

O’Shaughnessy said the command is readying for a long haul.

“We will have individual peaks in different cities and different locales that we will have to address in the coming months,” he said.

So due to great caution the Cheyenne Mountain facility and others were locked up.

They remained closed.

There are communications that take place.

Rather they are people controlling Americans in high office.

If they haven't declared who they are openly, then they're covertly puppeteering and manipulating America through it's leadership.

It's not obvious who they're truly are, but they are not helping the American people and are not lawfully in control over the American people.

In the Law and War Manual, which is a legal manual for military operations, which the U.S. Military uses, which was updated during the first two years of the Trump Administration, outlines how you can legally deflect war against war time activities.

there are certain legal maneuvers military commanders can and cannot do.

There are certain thresholds that have to be crossed otherwise the military can be charged with certain war crimes in an international court for taking certain actions, unless the criteria are such that they have lawfully reached certain checkpoints.

Chapter 11 Section 3 of the Military Law of War Manual specifies that one year must elapse with a belligerent force in control of your country, but it has not declared who they are actually working for.

Once a year has passed and the civilians are unable to recapture control, then the military forces can legally engage on their own soul and will not be subject to criminal trials, nor international tribunals on the charge of being involved in war crimes against their own citizenry.

We have now crossed that threshold and any action by the military to retake control of the country from a belligerent force, occupying controlled positions of authority, the military personnel can engage to retake control and have the belligerent go before a tribunal as they are guilty of war crimes for doing those actions in side our country on our soil.

The manual is talking specifically about a belligerent force that has taken over the mechanisms of government.

When Biden was sworn in on January 20th, if we say he say he was put in power through a crooked vote and various manipulations, you have a year for them to declare who they are actually working for.

If a year has gone by and it still hasn't been declared, our military can now take action to try to take them out of power.

The more important role is the role of the police chief.

As soon as you get outside of that to foreign influence and foreign activity, that's where the military comes in.

As soon as you get into the aspect of the American machine, you cannot use the military against your own citizens [part of the Geneva Convention].

The military cannot be used for policing inside of a country lawfully according to international law.

There have to be extreme circumstances to allow that to take place.

What has taken place that would lawfully allow the military to step in and do anything on U.S. soil involving U.S. citizens or it's government?

If the administration of the country, the policing and other activities inside the country have been taken over by foreign masters, a belligerent, foreign force and a year has elapsed and they haven't declared themselves for who they are and who they are representing. . .
Military Manual 11.3 states that entails an event that allows for military command to then take actions to protect the citizenry, the voters, the republic, the union of states and the constitution itself.

What has ultimately occurred is the Contract [Constitution of the United States] is being violated.

The military must restore order.
They must restore lawful government for the people of the United States.

If a foreign power, has somehow gotten into a position of authority where they can control us, something must be done.

The citizenry needs protection.

North American Aerospace Defense Command [NORAD]

One of the most secretive, yet well known military installations in the United States.

Located in El Paso County Colorado.

They now operate out of Peterson Air Force base.

It has been said they had to move out of Cheyenne Mountain for the Stargate People.

Peterson is close by with the mountain complex held as a backup.

Headquarters for NORAD and the NORAD/United States Northern Command (USNORTHCOM) center are located at Peterson Space Force Base in El Paso County, near Colorado Springs, Colorado. The nearby Cheyenne Mountain Complex has the Alternate Command Center.

The NORAD commander and deputy commander (CINCNORAD) are, respectively, a United States four-star general or equivalent and a Canadian three-star general or equivalent.

Should any foreign plane or missile approach , NORAD is alerted which triggers defensive protocols.

They complex buried inside the mountain has become stuff of legends.

Activated on September 12, 1957 at ENT Air Force Base which once was close to Colorado Springs.

CINCNORAD maintains the NORAD headquarters at Peterson Space Force Base near Colorado Springs, Colorado. The NORAD and USNORTHCOM Command Center at Peterson SFB serves as a central collection and coordination facility for a worldwide system of sensors designed to provide the commander and the leadership of Canada and the U.S. with an accurate picture of any aerospace or maritime threat.[6] NORAD has administratively divided the North American landmass into three regions:

Alaska NORAD (ANR) Region – Eleventh Air Force (11 AF)
Canadian NORAD (CANR) Region – 1 Canadian Air Division (1 Cdn Air Div)
Continental U.S. (CONR) Region – First Air Force (1 AF/CONR-AFNORTH)

The Alaskan NORAD Region (ANR) maintains continuous capability to detect, validate and warn off any atmospheric threat in its area of operations from its Regional Operations Control Center (ROCC) at Joint Base Elmendorf–Richardson, Alaska.

Canadian NORAD Region Headquarters is at CFB Winnipeg, Manitoba. It was established on 22 April 1983. It is responsible for providing surveillance and control of Canadian airspace. The Royal Canadian Air Force provides alert assets to NORAD. CANR is divided into two sectors, which are designated as the Canada East Sector and Canada West Sector. Both Sector Operations Control Centers (SOCCs) are co-located at CFB North Bay Ontario. The routine operation of the SOCCs includes reporting track data, sensor status and aircraft alert status to NORAD headquarters. In 1996 CANR was renamed 1 Canadian Air Division and moved to CFB Winnipeg.

The Continental NORAD Region (CONR) is the component of NORAD that provides airspace surveillance and control and directs air sovereignty activities for the Contiguous United States (CONUS).

CONR is the NORAD designation of the United States Air Force First Air Force/AFNORTH. Its headquarters is located at Tyndall Air Force Base, Florida. The First Air Force (1 AF) became responsible for the USAF air defense mission on 30 September 1990. AFNORTH is the United States Air Force component of United States Northern Command (NORTHCOM).

The United States Pacific Command (PACOM) would make the determination that an inbound missile is a threat to the United States in the Pacific Region. Hawaii is the only state in the United States with a pre-programmed Wireless Emergency Alert that can be sent quickly to wireless devices if a ballistic missile is heading toward Hawaii. If the missile is fired from North Korea, the missile would take approximately 20 minutes to reach Hawaii. PACOM would take less than 5 minutes to make a determination that the missile could strike Hawaii and would then notify the Hawaii Emergency Management Agency (HI-EMA). HI-EMA would issue the Civil Defense Warning (CDW) that an inbound missile could strike Hawaii and that people should Shelter-in-Place: Get Inside, Stay Inside, and Stay Tuned. People in Hawaii would have 12 to 15 minutes before impact. Federal Emergency Management Agency (FEMA) is not required to be notified for approval to cancel an alert.

The North American Air Defense Command was recommended by the Joint Canadian–U.S. Military Group in late 1956, approved by the U.S. Joint Chiefs of Staff in February 1957, and announced on 1 August 1957. NORAD's command headquarters was established on 12 September 1957 at Ent Air Force Base's 1954 blockhouse.

Ent Air Force Base was a United States Air Force base located in the Knob Hill neighborhood of Colorado Springs, Colorado. A tent city, established in 1943 during construction of the base, was initially commanded by Major General Uzal Girard Ent (1900–1948), for whom the base is named. The base was opened in 1951.

From 1957 to 1963, the base was the site of North American Aerospace Defense Command (NORAD), which subsequently moved to the Cheyenne Mountain Air Force Station. The base became the Ent Annex to the Cheyenne Mountain facility in 1975. The base was closed in 1976. The site later became the location of the United States Olympic Training Center, which was completed in July 1978.

The first Air Defense Command was established on 26 February 1940, by the War Department. On 2 March 1940, it was put under the First Army Commander. It managed air defense within four geographic air districts. It was inactivated in mid-1944 when the threat of air attack seemed minimal.

With the beginning of the Cold War, American defense experts and political leaders began planning and implementing a defensive air shield, which they believed was necessary to defend against a possible attack by long-range, manned Soviet bombers.[5]: 4  The Air Defense Command was established 21 March 1946 and the major command was established at Mitchel Field (later Mitchel Air Force Base) in New York on 27 March 1946, which was commanded by Lieutenant General George E. Stratemeyer.

By the time of the United States Air Force creation in 1947, as a separate service, it was widely acknowledged the Air Force would be the center point of this defensive effort.

The Air Defense Command was reconstituted by the United States Air Force 1 January 1951, to protect the United States air space, with two geographically-based organizations. The portion of the country east of the 103rd meridian was managed by the Eastern Air Defense Force (also First Air Force territory). The command for the Western Air Defense Force (also Second Air Force territory) was at Ent Air Force Base. The functions included an early warning system to identify and respond to impending air attacks, including fighter interception. Subordinate Air Force commands were given responsibility to protect the various regions of the United States.

Beginning in 1943, the Second Air Force was commanded by Major General Uzal Girard Ent who became the Commanding General after having been the Chief of Staff. Ent retired due to disability in the line of duty, due to injuries he sustained in a B-25 crash in October 1944 during takeoff. He died on 5 March 1948. Major General Robert B. Williams became the commanding officer of the Second Air Force in October 1944; he retired 1 July 1946.

The facility became inactive when the 15th Air Force headquarters was assigned to March Air Force Base in November 1949. There were discussions about the city taking over the now unused property, but in November 1950, it was announced that the base was to become the headquarters for the Air Defense Command.

Information about potential hostile aircraft from radar sites around the country was forwarded to a regional clearinghouse, like Otis Air National Guard Base, and then to ADC headquarters at Ent Air Force Base. It was then plotted on the world's largest Plexiglas board. Enemy bombers progress was tracked on the board using grease pencils. If there was a potential threat, interceptor aircraft were scrambled to the target. Because this process was cumbersome, it made a rapid response unattainable.

This was done through an automated command and control system, Semi-Automatic Ground Environment (SAGE), based upon the Whirlwind II (AN/FSQ-7) computer was implemented to process ground radar and other sources for an immediate view of potential threats in the 1950s. There was an operational plan for a SAGE implementation for Ent by 7 March 1955.

By compiling information from multiple radar sites [SAGE used between 1950's and 1980's] SAGE was able to compile an image from the entire unified area and direct an appropriate response.

SAGE was based on the Dowding System, which had been the first Ground Control and Deception used on a large scale covering the UK during WWII.

in order to build a single image of the entire UK airspace and then direct defensive interceptor aircraft and anti-aircraft artillery against enemy targets. The system was built by the Royal Air Force just before the start of World War II, and proved decisive in the Battle of Britain.

The Dowding system was developed after tests demonstrated problems relaying information to the fighters before it was out of date. Air Chief Marshal Hugh Dowding, commander of RAF Fighter Command, solved the problem through the use of hierarchical reporting chains. Information was sent to Fighter Command Headquarters (FCHQ) central filter room at Bentley Priory and used to prepare a map of the battle.

A modern 15,000 square feet (1,400 m2) concrete block Combat Operations Center (COC) became operational at the base on 15 May 1954. September of that year, the Continental Air Defense Command (CONAD) was activated as a joint command at Ent AFB.

Naval Forces CONAD was the Navy component (NAVFORCONAD), established at Ent. CONAD forces were committed to the contiguous radar coverage system and of augmentation forces for all services made available during emergency periods.
The Colorado Springs Chamber of Commerce purchased 8.1 acres of land and donated it to the Ent Air Force Base, making it a permanent installation on 31 July 1954. In September of that year, the base became the headquarters of Continental Air Defense Command. More than $19 million was targeted in 1955 for further military expansion in the area, including the Fort Carson, the Ent Air Force Base, and the development of the Air Force Academy.

On 15 January 1956, General Earle E. Partridge, CINCONAD, directed his staff to begin preliminary planning for a Combat Operations Center to be located underground.

Partridge believed his present above ground center, located on Ent Air Force Base was too small to manage the growing air defense system and was highly vulnerable to sabotage or attack. Partridge was made commander in 1955, was the driving force behind the creation of the Cheyenne Mountain Air Force Station. He requested an underground facility in December 1956.

The NORAD commander issued instructions on 21 April 1961, concerning the 425L command and control computer system operational philosophy, including use by NORAD and component personnel, NORAD entry to sufficiently enable him to evaluate indications presented, the requirements for human judgment in determining the validity of individual system indications, and identification of data as to source system.

The Air Defense Command's SPACETRACK Center and NORAD's Space Detection and Tracking System (SPADATS) Center merged to form the Space Defense Center. It was moved from Ent AFB to the newly completed Cheyenne Mountain Combat Operations Center and was activated on 3 September 1965.

It is important to note that Cheyenne Mountain was not the first mountain the United States had been chipping away at.

IN 1957 they began construction of a bunker in Bare Mountain located in Massachusetts.
The Notch which was designed to withstand a nuclear blast where government staff could direct a response.

Then in 1961 a similar construction began inside Cheyenne Mountain in which NORAD would be based.

Location chosen as Colorado is more centrally located from both coasts.

This particular zone in Colorado was the most seismically sound area in the state.

The government was also looking for a tough piece of granite with as few veins and small cracks as possible making it much harder to break apart in a blast.

What was found at Cheyenne was ideal.

The entire process fell under the supervision of the Army Corp of Engineers.

The work was primarily carried out by Utah Construction and Mining Company.

NORADS operation center went fully operational on April 20, 1966, but it wasn't the only system and command center that would be accommodated deep inside the mountain.

2006 NORAD migrated to Peterson Air Force base, just a short distance.

Inside Cheyenne Mountain there are 13 3 story and 2 story buildings within the complex covering about 5 acres of land, so about the size of 4 American football fields.

Most buildings are built just 18" from the walls and have been designed to withstand movement of any kind. This includes the large springs.

1,000 Giant springs and pipe connectors make this possible.

Considered to be one of the only facilities able to sustain an electromagnetic pulse [EMP].

The buildings were built of Navy Grade Steel to reflect impulses and shield the equipment inside.

The security through any kind of attack allows those inside of the facility to direct a response to aid the country.

Includes a medical facility, shop, cafeteria, chapel and a gym.

They have their power plans so as not to have to rely on the national grid system.

Beside the natural springs for a water source which provide more than enough, there is a back up water supply.

In 1979 they received an upgrade of a 427M system.

In 2000 the CCIC2S [Combatant Commanders Command and Control Systems] program began which would upgrade all of the mission systems within Cheyenne Mountain as part of a contract with Lockheed Martin.

In 2015 Admiral William Gortney, Commander of NORAD announced a $7 million contract to move weapon systems into the bunker once again to shield the from an electromagnetic pulse attack [EMP].

The Pentagon reactivated its underground redoubt as backup homeland defense headquarters.
The North American Aerospace Defense Command complex in Colorado was designed to ride out a nuclear attack. The base was closed in the 2000s but reopened due to the COVID-19 pandemic.
The base will take over air defense for the nation in case the primary base closes due to illness.

The base is up and running as a backup to the primary NORAD base, and its personnel is living in isolation to prevent them from picking up the virus.

After 9/11 it was also assigned a homeland defense mission, monitoring commercial airspace for signs of hijackings.

Well, it’s 2020 and the crisis is here. In late March, according to The Washington Post, NORAD decided that the main facility at Peterson needed a backup in case it was shut down by pandemic. The U.S. military has about 5,000 cases of the coronavirus and the possibility of NORAD being no longer able to function was a real one.

The Post reports approximately 130 personnel were sent to Cheyenne Mountain to perform 12-hour watch shifts from the deep underground facility. The personnel live at Peterson and the nearby Air Force Academy. They are kept entirely separate from other military personnel, their take-home meals packed and kept waiting for them. They even use alternate entrances into the facility, apparently taking a different entrance than the one made famous by the movie Wargames and the TV show Stargate SG-1.

So 60 years after it was built, Cheyenne Mountain is finally being used in a national security crisis—just not the one its original designers foresaw.

Cheyenne Mountain Upgrade (CMU) Program
The CMU program advances ballistic missile, air, space, and command center elements within the facility. It also modernizes and offers new capability to survivable communications and warning elements at the National Military Command Center (NMCC), U.S. Strategic Command, and other locations. It provides a robust Alternate Missile Warning Center standby to the complex at Offutt Air Force Base, Nebraska.

CMU supports the Joint Chiefs of Staff’s military concept of full-dimensional defense to the warfighter, improving the capability of the country’s civilian and military leadership to quickly and precisely correlate Integrated Tactical Warning/Attack Assessment (ITW/AA) information and prepare and implement the suitable response.

From a functional perspective, the CMU program is a network of systems, comprised of the following six:

The granite and steel also guard electronics against damaging pulses of electromagnetic energy that nuclear blasts yield.

The command took such steps to ensure personnel can monitor the COVID-19 pandemic around the clock as the disease spreads around the world and across the country, including within the military.

'My primary concern was ... are we going to have the space inside the mountain for everybody who wants to move in there, and I'm not at liberty to discuss who's moving in there,' O'Shaughnessy added.

NORTHCOM and NORAD take up 30 percent of the complex's space according to The Drive.

Despite being isolated in location, the Pentagon have said that other military members will not be permitted to enter the Cheyenne mountain bunker for fear of COVID-19 penetrating the complex where it could rapidly spread.

Justification and a way to conduct needed operations?

It would doubtless lead to a both inconvenient and costly period of time where the entire site would have to be decontaminated.

Cheyenne Mountain is 9,500 feet tall and was once a place where natives traveled for spiritual guidance. Some 2,000 feet below the surface of the Cheyenne Mountains lies American's most secure intelligence and data center, which is located in Colorado Springs, Colorado.

30K military families approved to move during pandemic
Over 30,000 military families have been approved for an exception to Defense Secretary Mark Esper’s “stop-movement” order, according to Rick Marsh, director of defense personal property program for TRANSCOM.

Those families will be allowed to move on to their next assignment — known in military parlance as PCSing, or making a permanent change in station — “if conditions allow” and under specific guidelines for moving during the COVID-19 pandemic, Marsh said.
