Some community members and some Witnesses are trying to solve this, but they are not able to solve it due to lack of STEEMPOWER.
We continue to ask Steemit to solve this problem. However, this problem has not been resolved so far.
There is the simplest way to solve this problem.
Steemit creates an account for Downvote and delegates over 2 million STEEMPOWER.
Downvote accounts are managed by Steemit, but Downvote can be activated by Witnesses voting.
Steemit can check the abusing account and public vote with witnesses.
If 70% or more of the witnesses agree, Steemit can start Downvote.
We already know what will happen if Steemit delegates STEEMPOWER to a specific group to solve spam and abuse.
This has created many side effects. We have also seen some groups working for profit.
So my opinion is organizations created to prevent abusing and spam should not act for rewards.
If rewards are needed, they will definitely fail again.
So I think all STEEM Witnesses should be managed.
Witnesses have witness rewards. Managing abusing and spam would be great if witnesses did.
I don't want Steemit to make the same mistake.
We know that it takes a lot of time to fix spam and abusing. However, spam and abusing are still damaging the STEEM blockchain at this time.
If a good solution is found, Steemit can stop this system at any time.
I hoped that as soon as possible, abusing and spam were blocked.
