Monuments of the City: "The Piper"

This is my entry to @strawberry's contest called CONTEST : Monuments and sculptures of my City #16 : Памятники и скульптуры моего города : SteemitContest. You can check on that post so you can be guided as to what are the rules.

I only called it The Piper because that seems right. I honestly don't know what it is called. There is no inscription or plaque or whatever that I could find on it or around it to identify this sculpture. This was taken at the city hall's park. It was not my intention to go there during one of my morning walks but glad that I did. The park had been rehabilitated and had been closed for a long time especially since pandemic. The park is finished almost 100% when I visited. I'm sure by now it is already done.

It's interesting because it has hands and head and feet but the rest of the body is absent. Maybe the pipe represents the body. I wonder what the artist wanted to convey here. That music is the language/body of the soul?
