Usually romance seekers try to leave cities where romance cannot be a priori, and this probably happens in most cases.
It is difficult to see romance on a trip on a crowded people, like a sprat in a bank trolley bus or a fixed-route taxi.
There is no romance in crossroads crowded with cars.
It is difficult to find something romantic in the sleeping areas of cities where concrete same-type high-rise buildings are trying to pierce the sky.
But if there is a river in the city and ships go along the river then you can try to find in this something that can be called romance with a stretch.
