Panning photography - or intentional camera movement - is a passion of mine. The blurred background gives an impression of speed and separates the subject from the background. This takes a certain amount of practice and most attempts are failures.
My method is to put the camera in shutter speed mode at 1/20th and turn with the subject as it passes while firing off a burst of a half dozen shots. With a bit of luck, one of the shots will be in focus. The real trick is turning at the right speed.
