He just stood at the top of the hill, the way he always did.
Watching.
Observing.
Overseering the city's every move.
The baker just took a fresh batch out of the oven and the customers poured into the shop with the scent of fresh bread. The increase in population was good for business. Almost too good. The baker had hired two more men and was still a pair of hands short. He sold everything the moment it got out of the kiln.
Just next door, a cafeteria, serving the most delicious coffee. The beans were dried and roasted across the street and ground the very moment before brewing. The barista known as Cafado has made quite a reputation for himself, working long hours every day to satisfy the buyer's every need.
Gourmet restaurants and fast food joints alike were flourishing with the large onset of tourists. The pubs have never been so full and the shelves in stores so empty.
The smiths shaped metal, the mechanics repaired cars, the scientists researched, ... ... And the farmers grew all the crops, providing the remaining piece of the city's self-sufficiency.
Surprisingly enough, there was no local office of administration in this city. Not even a mayor. It was the common folk who decided. It was the common folk who got things done when they needed be done.
There was also no downtime in the city. Three shifts - 24 hours a day. Never a dull moment. Never a pause. Never a blink of an eye.

Watching.
Observing.
Overseering the city's every move.
Rather than mentioning the words »Witness« and »Decentralized«, I wrote a story revolved around the two without ever mentioning them. I hope it counts!
Just as clarification:
He is a witness.
The workers are miners.
The city is the blockchain.
