I am not the one to criticize the cases or policies of other countries outside my own, but I think that this initiative is very much in line with the present, since getting married at 16 are still girls.
If you reviewed the list of ages by countries you will notice that there are countries that are still in worse condition, allowing marriages even in the 21st century with under 13 years.
