According to the Sun,
The boy's death came weeks after a court order had been granted for his removal from their care, but was not acted upon by social workers.
Jose and Ursula were investigated by police after hospital staff told officials they had found suspicious injuries on Noah's body, indicating abuse.
On September 24, the county coroner's office ruled Noah's death a homicide.
HORRIFIC INJURIES
A post-mortem revealed that the little boy had suffered fractured vertebrae, lacerations to his liver, broken ribs, bruises all over his body, and fresh blood in his rectum.
Prosecutors alleged these injuries were carried out in front of the boy's siblings.
After being arrested on September 26, Jose and Ursula were both charged with murder and torture, said the Los Angeles County District Attorney’s Office.
The boy's mum also faces one count of child abuse resulting in death, while his dad has also been charged with assault on a child resulting in death.
Sheriff Alex Villanueva said that Noah's death appeared inconsistent with drowning.
The parents were known to social workers as during his short life, the boy had been placed in foster care, before being put in the custody of his great-grandmother, Eva Hernandez.
He was in Eva's care before recently being returned to Jose and Ursula, despite his pleas to stay with his great-grandma.

Speaking about his death, Eva told reporters that she felt "sad" and "mixed-up in my brain" as Noah had begged to remain in her care, but was removed from her home by social services.
"I just wish they [social workers] would have listened to him.
"He did say, 'please don't do this, don't send be back'," she added.
In May, a removal order which could have taken Noah out of his home was organised after further claims were made about his alleged medical neglect, but never acted upon, despite being approved by a judge.
Concerned social workers - who had been involved with the boy since he was born - had filed a 26-page-long request to remove the lad from Jose and Ursula's home, but didn't follow through with it.
This was based on a tip from relatives, that Noah had allegedly been abused.
According to ABC7 DCFS in the Antelope Valley Area has been involved in several high profile deadly abuse cases in recent years. Like 8 year Gaberiel Fernandez of Palmdale who died in 2013 after suffering horrific abuse by his mother and her boyfriend.
According to the Los Angeles Times,
Before 8-year-old Gabriel Fernandez was allegedly beaten to death by his mother and her boyfriend, they doused him with pepper spray, forced him to eat his own vomit and locked him in a cabinet with a sock stuffed in his mouth to muffle his screams, according to court records made public Monday.
Sworn grand jury testimony provided a graphic examination of the abuse that the Antelope Valley boy allegedly suffered before his death in May of 2013. The incident prompted calls for sweeping reforms to the troubled Los Angeles County foster-care system because child welfare workers failed to remove the boy. Officials have taken steps to fire two social workers and two supervisors, while others involved in the case received letters of warning or reprimand.
More than 800 pages of testimony reviewed by The Times also provide a clearer picture of how, despite multiple allegations of abuse, Gabriel’s case seemingly slipped through the cracks.
