Of course the idiom "cry wolf" comes from one of Aesop's famous fables. Once of the meanings of the idiom is to "raise a false alarm." Another is to ask for assistance when one doesn't really need it. I think the latter is what The Damned are aiming at here. Be yourself. Do your thing. Don't be dependent on "authority" or the status quo, always asking for help and permission. DON'T BE A FOOL!
Anyway, a great punk rock anthem.
