We Make Minnows.
It's hard to argue against the most simplistic facts. We've pushed 3 out of 3 users into the Minnow category. We've accomplished that due to community effort, with donations as the spearhead in a pure pay-it-forward attitude.

@davemccoy, @insideoutlet and @phoenixwren have all been pushed to minnows and we're now looking for even more candidates. Our idea is to push one user per week, until we grow so that we can successfully target more people. @simplymike, @erodedthoughts and I have pledged 3 steem each, so our "pool" is up to 9 steem per week so far.
We can't guarantee to push people into minnow-status, but we do guarantee that we will use the "pool" and try our best to get more people involved. This is the fastest way to build minnows on Steemit. Period.
The recipe is extraordinary, beautifully crafted and easy to follow.
- We pick one Steemian per week.
- We donate Steem directly to the user.
- The user grows into a minnow.
We don't need whales or dolphins to push us anywhere. We need motivated people who're willing to sacrifice themselves a bit for others. That's how winning is done!
We Are Looking For:
Although our initial idea is to let the users we push recommend others, we would gladly appreciate all the candidates you can think of. Feel free to share their names in the comments below. However, there are some minor requirements for people to be considered for a push.
We only push active people who are dedicated and spam-free. The users we push must have less than 500 Steem Power, but preferably more than 450. (Especially during the early stages, as we lack the necessary support to push people with less than 450 SP.) - We will not push people who're in the middle of a power down as that will be contradictory to our entire purpose. Reputation score doesn't matter, but people who're repeatedly getting flags will not be eligible for a community push.
