An aquaintance of mine suggested I read an article about @sweetsssj which you can find here
Within it and its comments it is described how @sweetsssj is systematically upvoting a certain group of accounts on the sixth day and how the rewards of all those accounts go to the same bittrex memo, which is supposed to be @sweetsssj's
So I decided to investigate this issue to find out how much truth there was to it.
Researching this I found out @sweetsssj had a 500000 SP (1,029.059 MV) delegation from @ned from August 8th until October 24th 2017

and was caught selling votes with it

At this moment @sweetsssj has the following delegations:
351265 SP from @hendrikdegrote (717.866 MV)
301294 SP from @systema (615.776 MV)
108270 SP from @temet-nosce (221.998 MV)

Now, lets take a look at @sweetsssj outgoing votes for the last

These accounts transferred all rewards made to two bittrex memos for a long time, although recently they switched to encrypted memos, most likely to obfuscate detection.
Together they represent 48.1 % of @sweetsssj outgoing votes in the last 4 months
These are not accounts buying votes, but accounts transferring every reward they make to the following bittrex memos
SBD memo is 5bdbb32f342b431e987
STEEM memo is f439b10436fa4edb836
Who do these memos belong to?
Well, investigating I found out that these two memos were used by many accounts to buy votes from @sweetsssj , in the last 6 months many of the vote buyers initially sent sbd and steem directly to @sweetsssj and then switched to using those memos.
For example here we can see user @johndahl sending 0.50 sbd to @sweetsssj in exchange for a vote on the link: @jondahl/basketball-2-learn-to-catch-and-hold-the-ball-belajar-menangkap-dan-memegang-bola-eng-ind which is included in the memo https://steemd.com/tx/78b8f8cec5e361588941ec37bccaa9ddb77115a4

I think we can say with a decent level of certainty that memo belongs to @sweetsssj
