We visited Kobe when we stayed in Kyoto, it's only about 1 hour or less by bullet train from Kyoto or Osaka. It has beautiful harbor, gardens and shopping mals. Seems like a nice place to live.
Kobe Waterfront
My favourite place to visit was the Nunobiki Herb Gardens and Ropeway. The view from the ropeway was very nice, and beautiful herb garden at the top. You can also buy herbs and teas at the garden shop.
