Azov is so accessible and inaccessible - the sea beckons

This is Ukraine - Berdyansk spit. The city of Berdyansk. There will soon be a recreation center.

Why did they protect the empty space with barbed wire from one side? From the sea side the entrance is free.
Where is the logic?

This year the Berdyansk Spit and many other roads were asphalted. It's very pleasant to drive.
