CONSUL is an open-source Citizen Participation and Open Government Application, it was originally designed for Madrid, Spain in 2015. Now it is working with the United Nations Development Programme and is being used in 18 countries, with 70 million people.
The feature of the program is to allow participation from citizens in several stages: Debates > Proposals > Participatory budgeting > Voting > Collaborative Legislation.
On this platform, the most important issues can be posted, debated and voted by all, and it can be followed all the way to budgeting and even to assist in preparing legislative plans.
CONSUL encourages open participation from all citizen to all issues that they think is most important to them and the society.
