"Vote for witness" page - small change, fair for all witnesses

Dear all,

Did you already vote for witnesses? You should do because the witnesses are important for the blockchain.

Make it fair for all

Some witnesses stopped months ago. But they still have the old votes
For example

This user has a Rank of 41 and an active rank of zero. This user stopped months ago.

What do you see when you go to the steemit witness page?

The witness is in the list. How strange is this?

So people will vote on a witness which is disabled for months. This is a waste of votes and not contributing to our network.

Requested change

How difficult can it be to list on this page all active witnesses and give everyone the same fair chance. I guess it is 1 line of code which need to change.

I hope this change will be in a sprint for updating the website.
